Offenders living in Mandan

The Mandan Police Department has announced that two registered sex offenders, Timothy Howard and Victor Helmstetter, have moved into Mandan.

Howard, 43, is residing and working at 4706 Central Bay Dr. S.E. in Mandan. He is 6’0″ and 180 pounds, with black hair and blue eyes. Howard was convicted of criminal attempt to commit sexual assault in Colorado on Jan. 1, 1997. His victim was a 28-year-old female. As a result of that conviction, Howard is required to register as an offender. He has not been assigned a risk level yet.

Helmstetter, 31, is living at Centre, Inc., at 100 Sixth Ave. S.E. in Mandan, and is working at 2201 Third St. S.E. Listed as a moderate level offender, Helmstetter is 5’7″ and 195 pounds, with black hair and hazel eyes. Helmstetter was convicted of first degree criminal sexual conduct in Clay County, Minn., on Dec. 9, 1996. His victim was a 12-year-old female. As a result of that conviction, he is required to register as an offender until Jan. 8, 2024.

Both individuals have served their sentences imposed by the court. This notification is not intended to increase fear in the community. It is the belief of the Mandan Police Department that an informed public is a safer public.
