Two offenders living in Mandan

The Mandan Police Department has announced that two registered sex offenders, John Ross Nadeau and Wilbur Kenneth Waters, are living in Mandan.

Nadeau, 27, is living at 905 15th St. N.W. in Mandan. He is 6’0″ and 190 pounds with brown eyes and black hair. Nadeau is listed as a high level offender.

Nadeau was convicted on April 24, 2000, of gross sexual imposition in Morton County. His victim was a 12-year-old female. As a result of that conviction, Nadeau is required to register as an offender for the rest of his life.

Waters, 51, is residing at 503 W. Prairie Lane in Mandan. He is 5’4″ and 179 pounds with blonde-white hair and blue eyes.

Waters was convicted of lewd or lascivious molestation on June 24, 1993, in the 4th Circuit Court of Florida. His victim was an 11-year-old female. Waters was also convicted of indecent assault on March 9, 2005, in Erie County, Penn. His victim was a 16-year-old female. As a result of those convictions, Waters is required to register as an offender. He has not been assigned a North Dakota Risk Level at this time.

Both individuals are not wanted by law enforcement at this time and have served their sentences imposed by the court. This notification is not intended to increase fear in the community. It is the belief of the Mandan Police Department that an informed public is a safer public.
